Here's how we did it:
Metal lath is screwed on for support

Lath is scratched with molding plaster and lime.
Voids are filled and arm run a little at a time.

I used an old mold template I had for the inner ring
The inner ring was set closer to the ring than the light.
This makes our ring look wider.
