Paint is chipped off the brick to provide a bond for the stucco mortar. A lot of acrylic admixture is used in the scratch coat for insurance that the stucco won't fail. For new readers, the scratch coat is the first coat, that supports the brown coat, Jack arches are formed with furring strips and filled. Metal lath is nailed on to assure the mortar will never pop off.
After the jack arches set up, the keystones are formed and filled.
